Quay walls
Quay walls provide the necessary access to inland waterways. Without the presence of a quay wall, no freight can be transported on inland waterways. In order to promote freight traffic on inland waterways, the Flemish government has introduced (1998) a policy for stimulating construction of quay walls. This programme has the support of the European Commission, and has known an overwhelming success.
The Quay Wall construction programme is a good example of public-private partnership (PPP). The Flemish government pays between 60 and 80 per cent of all construction costs for infrastructure, access roads, and the like – with the full endorsement of the European Commission. The company pays 20 per cent of the construction costs, and is responsible for superstructure such as cranes and transhipment area. In addition, the company guarantees that a fixed tonnage of goods will be transported on the waterway in the next ten years.
